Just read about it, seems it aimed at the gambler/chess player.One rule is the following # 5.
Once you have made a game Credit Game there is an alert sound that goes off once someone is ready to play. You may check the players Elo rating to make sure that this opponent is suitable and press Accept. Once both players are ready to play the game will commence. ** Please note we had to limit the time per turn in order to avoid cheaters, therefore once your turn time runs out your opponent receives a second turn. Also if a player is in check and he/she does not move before her turn time is up the game is considered forfeited
I can imagine in some endgames you would want your opponent to move again so that you can get the opposition.

indeed, sounds like someone who is not fully aware of chess-tactics came up with these rules.
however there is still the ability of double-null-move

Not well thought rules lead to ridiculous moves.
